Rationale:

Because the election of Officers within the Brigade is always by secret ballot, there needs to be independent scrutineering and tallying of the votes cast.

Standard:

At least two (2) people should act as Returning Officer.

Both Returning Officers should be independent from the Brigade.

People suited to act as Returning Officers are:

· District Officers, such as the FCO or a DFCO
· Group Officers, any Group or Deputy Group Captain that is not a member of the Brigade.
· A Councillor of the BMCC
· A member of the Blaxland Chamber of Commerce
· Any respected member of the community that is not a member of the Brigade and is endorsed by the Executive Committee.
